Position Information

TITLE: EDISCOVERY TECHNOLOGY SPECIALIST

GRADE: EAS - 23

FLSA DESIGNATION: Exempt

NON-SCHEDULED DAYS: Saturday/Sunday

HOURS: 08:00 AM - 05:00 PM

Functional Purpose

Serves as a technology program specialist for the electronic discovery (eDiscovery) program to improve collection of data and digital information necessary to support legal proceedings including litigation, investigations, or Freedom of Information Act (FOIA) requests.

DUTIES AND RESPONSIBILITIES

1. Leads the development and implementation of eDiscovery programs, policies, processes, and standards used to collect and maintain electronically stored information (ESI) for use in legal proceedings.

2. Provides technical direction and guidance to internal stakeholders regarding the current and future adoption, functionality, and implementation of eDiscovery technology (e.g., tools, applications) to support organizational initiatives and capabilities.

3. Leads cross-functional projects and initiatives to complete requests for information, including identifying and collecting data and information from a variety of sources. Develops plans for projects and initiatives including standard operating procedures (SOPs), goal-oriented tasks, process workflows, deliverables, and timelines. Monitors project progress, tracks timelines, and provides status updates to stakeholders.

4. Develops and manages eDiscovery program materials (e.g., documentation guidelines, references, trainings) used by stakeholders to submit requests for information. Updates and maintains materials to ensure accuracy and compliance with legal requirements.

5. Researches industry best practices and emerging trends for collecting digital information and using eDiscovery technology. Develops recommendations for improving data collection and storage policies, processes, and systems. Partners with stakeholders to implement strategies and recommendations for improvement.

6. Provides stakeholders and team members with technical guidance and escalated assistance pertaining to data collection, processing, applications, and policies for preserving and collecting relevant electronic data from multiple tools, systems, or databases.

7. Monitors and tracks eDiscovery program metrics evaluates program performance against established objectives and identifies trends and insights. Develops and presents status updates, briefings, recommendations, and presentations for management.

8. Researches and monitors relevant legal and regulatory requirements related to eDiscovery, including data privacy, electronically stored information (ESI), and data security. Reviews current data collection and storage processes, monitors alignment with legal requirements, and makes recommendations to maintain compliance.

Qualifications/Requirements

1. SPECIAL CONDITIONS: Applicant must submit to a Moderate Background Investigation (MBI) or Tier 2 investigation. This investigation requires, among other things, completion of a questionnaire and fingerprinting for a criminal records check. The investigation may require a drug test. The successful applicant will be required to meet and maintain the requirements of this level of background investigation while holding this position.

2. Ability to manage multiple projects and programs, including developing plans and timelines, monitoring progress, administer budgets, provide technical guidance, and report results.

3. Ability to use eDiscovery tools (e.g., Digital Safe, Enterprise Vault), applications, and systems sufficient to provide technical guidance and direction to end-users.

4. Knowledge of eDiscovery methodologies and data collection best practices (e.g., Identification, Preservation, Collection, Analysis/Review.) sufficient to identify opportunities for improvement of existing processes, policies, and systems.

5. Knowledge of legal and regulatory requirements related to the collection, storage, and distribution of information used to support legal proceedings sufficient to develop recommendations for improving policies and programs.

6. Ability to analyze data and/or system metrics, summarize results, and make recommendations for improvement.

7. Ability to communicate orally and in writing to provide policy and program guidance, give briefings and/or presentations, and prepare responses to inquiries from technical and non-technical stakeholders.
